As an overall strategy for organizations I suggest that they start with a methodology like the Theory of Constraints (TOC) by Dr. Eli Goldratt.
Doing a credible job on implementing TOC in a software group (or any other group, really) will expose the constraint(s) in the organization. Those constraints are the leverage points where improvements will have immediate effect. Changing non-constraints does not improve the system in a material way, although it often scratches other itches.
Once the leverage points are known, SPC techniques can be applied to them to manage them effectively.
